Articles 18 and 19 of the Madia Law contain the directive criteria for the definition of the legislative decrees containing the consolidated texts relating to public shareholdings and local public services of general economic interest based on the principles of delegation indicated in article 16 of the same law.
It is an event of considerable importance for our sector as it can constitute an opportunity to “put in order”, coordinate, harmonize and, where necessary, adapt the ordering of subjects whose institutional structure is uncertain, fragmented and, in numerous cases, difficult to interpret also due to the overlapping of often contradictory measures.
Pending the launch of the legislative decrees, it is advisable to carry out an in-depth analysis of the delegation rules, with reference to the principles and guidelines contained therein, focusing on the most relevant aspects of the delegations and on the contents that the legislative decrees may have with reference to the impact on services local governments of economic importance.
The seminar intends to conduct a reflection on the prospects for change of public shareholdings and local public services, to then enter into the merits through a specific analysis of the principles of delegation to which consolidated texts must comply. Particular attention will be paid to local public services of economic importance, indicating the presumable contents of the relative consolidated text and the expected effects on operators.
